Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 8, 2025 <br />SUBJECT <br />Award of contract to BKF Engineers for the design and construction administration for the 2025-2026 <br />Sanitary Sewer Capacity Improvement Project <br />SUMMARY <br />The 2025–2026 Sanitary Sewer Capacity Improvement Project will increase sewer capacity in three <br />segments identified as deficient in the City’s 2023 Sanitary Sewer Capacity Master Plan. These <br />improvements are necessary to address existing system limitations and to accommodate additional <br />wastewater flows generated by the planned YMCA development at 1333 Madison Avenue. <br />An additional sewer segment connecting the YMCA site to the City’s project also requires upsizing. <br />Although the YMCA is responsible for this portion of the work, the City will include its design and <br />construction within the larger City project to ensure consistency and reliability. The YMCA will reimburse <br />the City a fixed amount for this work, as established in its development agreement. <br />Staff issued a Request for Proposals (RFP) for professional engineering services to design and provide <br />construction administration for the project. BKF Engineers was selected as the top-ranked firm based on <br />their qualifications and understanding of the project scope. <br />Staff recommends awarding a professional services agreement to BKF Engineers in the amount of <br />$618,227, with authorization for the City Manager to increase the contract by up to 20 percent, for a total <br />not-to-exceed amount of $741,872. This contingency will provide flexibility to incorporate the YMCA- <br />related sewer segment and maintain the project schedule. <br />RECOMMENDATION <br />1. By motion, approve and authorize the City Manager to execute the Agreement for Services with BKF <br />Engineers to provide the design and construction administration for the 2025-2026 Sanitary Sewer <br />Capacity Improvement Project in the amount of $618,227; and <br />7.C. - Page 1 of 28 <br />136
