Page 4 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />On August 12, 2025, staff issued a Request for Proposals (RFP) for professional engineering services for <br />the 2025 – 2026 Sanitary Sewer Capacity Improvement Project. Seven firms expressed interest in the RFP <br />by submitting a letter of intent; seven firms submitted proposals (Table 1). <br />All seven proposals were received, thoroughly reviewed, and ranked following the criteria specified within <br />the RFP: <br />Thoroughness and understanding of the tasks to be completed <br />Experience in performing the desired services as described in the Scope of Services – Exhibit A <br />Staff expertise and overall experience of personnel assigned to the work <br />Availability and staffing to complete the work within the specified timeline <br />Responsiveness to requirements of the proposed services <br />Review of references <br />Cost of services <br />The final rankings are shown in Table 1, below: <br />The proposal submitted by BKF Engineers was top ranked in meeting the criteria per the City’s RFP. <br />Therefore, staff recommend awarding the contract to BKF Engineers for the design and construction <br />administration services in the amount of $618,227. <br />To provide adequate resources while avoiding schedule delays related to the added scope of the YMCA <br />portion of work, staff recommends including a 20 percent contingency in the project budget. The <br />contingency would allow the City to proceed with the award of the design contract, including the YMCA <br />sewer segment, in advance of receiving the YMCA’s financial contribution. This schedule is crucial in <br />avoiding causing a delay to the YMCA’s anticipated opening. <br />Table 1.
