Page 1 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 8, 2025 <br />SUBJECT <br />Mills Act Contracts update and Historic Resources Advisory Committee Work Plan for Fiscal Years 2025- <br />26 and 2026-27 <br />SUMMARY <br />The report and presentation provide an update on Redwood City’s Mills Act Program and outline the <br />Historic Resources Advisory Committee (HRAC) Work Plan for FY 2025–26 and FY 2026–27. <br />The City will soon begin the process of updating the Historic Preservation Ordinance to formally integrate <br />the Mills Act Contract into our Municipal Code. Potential updates to the Program include formalizing <br />application review procedures, annual reporting requirements, increasing enforcement tools for <br />noncompliance, creating guidelines for the 10-year schedule of improvement plans, requiring 5-year <br />inspections, and creating a clear contract revocation process. Additionally, the HRAC, Planning <br />Commission and City Council have expressed interest in improving Program visibility, especially in <br />underrepresented neighborhoods. <br />The second half of this report covers the HRAC’s proposed two-year work plan (FY 2025-26 and FY 2026- <br />27). It outlines goals, projects, expected benefits, needed resources, timelines, and success measures. <br />Key initiatives include updating the 1980 Historic Preservation Ordinance; expanding public access to and <br />interest in Redwood City’s history; assisting with youth-focused education and outreach; and promoting <br />preservation through additional methods such as plaques for historic sites. <br />RECOMMENDATION <br />1. Receive the Mills Act Contract Update and provide feedback; and <br />2. By motion, approve Historic Resources Advisory Committee Work Plan for Fiscal Years 2025-26 and <br />2026-27. <br />8.B. - Page 1 of 17 <br />242
