All things considered, the home is identified to qualify as a local historic landmark under <br />Redwood City’s Historic Preservation Ordinance under criterion C (embodies the distinctive characteristics <br />of Monterey Revival style architecture). <br />C. It embodies distinctive characteristics of a style, type, period or method of construction, or <br />is a valuable example of the use of indigenous materials or craftsmanship. <br />Along with the historic evaluation, the homeowner has also provided a 10-year schedule of improvements <br />detailing proposed maintenance and improvements from 2026 to 2035. Examples of the improvements <br />in the 10-year plan include restoration of windows, openings, and associated design elements, structural <br />assessment of the balcony, roof inspection with necessary repairs, and general upkeep of trees and <br />landscaping. The 10-year improvement plan is included within Attachment E. <br />839 Blandford Boulevard <br />On September 11, 2025, the City’s HRAC held a public hearing to review the historic evaluation and <br />proposed 10-year improvement plan for the subject request. No public comments were received at the <br />hearing. Two written comments were received prior to the hearing, which noted support for the proposal. <br />The HRAC voted 5-0 to recommend local historic designation at 839 Blandford Boulevard under Redwood <br />City landmark designation Criteria C (see below) and to recommend for approval the Mills Act Contract <br />and the associated 10-year improvement plan. The HRAC was particularly impressed with the <br />improvement plan, noting it was one of the best they had seen. On October 21, 2025, the Planning <br />Commission reviewed and recommended approval by a 7-0 vote. The Commissioners supported the <br />historic designation of the structure as a unique architectural style for the City under criterion C (embodies <br />the distinctive characteristics of Colonial Revival Ranch style architecture). The Commission discussed <br />whether additional criteria could be used to support the designation, and also discussed the ambitious <br />10-year maintenance and improvement plan. There was one public comment in support of the project. <br />C. It embodies distinctive characteristics of a style, type, period or method of construction, or <br />is a valuable example of the use of indigenous materials or craftsmanship. <br />The property is located in the Edgewood Park neighborhood on a 17,464 square foot lot and consists of a <br />one-story home and an attached three-car garage. The home was built in 1939 as part of a group of <br />demonstration homes for the Golden Gate International Exposition and had been identified as a <br />potentially historic resource due to its age (over 50 years old). A historic evaluation was conducted in May <br />2023 and June 2025, identifying the following key external features: <br />1. Broadly horizontal emphasis <br />2. “U”-shaped footprint following the curved street frontages <br />3. Brick veneer <br />4. Hipped roof <br />5. Brick landscape elements <br />6.
