Page 5 of 8 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The evaluation concluded that the house was modified with the addition of the northernmost end of the <br />north wing, but the evaluation concluded that the property retained its integrity. The home qualifies as a <br />local historic landmark under Redwood City’s Historic Preservation Ordinance under criterion 3 (embodies <br />the distinctive characteristics of Colonial Revival Ranch style architecture). It retains a high degree of <br />physical integrity and clearly conveys its historic character. <br />Along with the historic evaluation, the homeowner has provided an extensive 10-year maintenance plan <br />for 2026-2035 (Attachment F), which includes items such as replacing the knob-and-tube wiring, re- <br />pointing the brickwork, remodeling and upgrading the primary and guest bathrooms, and refinishing all <br />the original hardwood floors. <br />1018-1020 Main Street <br />The proposed Mills Act Contract is for the John Offerman House, located at 1018 Main Street, built in <br />1857, and the John Dielman House, located at 1020 Main Street, built in 1880. The Offerman House is the <br />oldest surviving building downtown. The present use for both structures is commercial. Both are already <br />designated historic landmarks and located within the Downtown Precise Plan area and have already been <br />recognized as historic resources to be preserved. Both structures were added to the National Register of <br />Historic Places in 2015 and to the California State Register. The California Department of Parks and <br />Recreation (DPR523) forms for the property are provided within Attachment I. <br />On October 9, 2025, the City’s HRAC held a public hearing to review the proposed 10-year improvement <br />plan for the subject request. No public comments were received at the hearing. The HRAC voted 3-0 to <br />recommend for approval the Mills Act Contract and the associated 10-year improvement plan. On <br />November 4, 2025, the Planning Commission reviewed the proposed 10-year improvement plan and <br />voted 7-0 to recommend approval of the Mills Act Contract and associated 10-year improvement plan to <br />the City Council. <br />Consistent with the Mills Act Contract request, the applicant provided a 10-year improvement plan, which <br />includes improvements for both homes such as roof, window and paint inspections and renovations as <br />needed. The 10-year improvement plan has been included within Attachment G. <br />979 Arlington Road <br />On October 9, 2025, the City’s HRAC held a public hearing to review the historic evaluation and proposed <br />10-year improvement plan for the subject request. No public comments were received at the hearing. The <br />HRAC voted 3-0 to recommend local historic designation under Redwood City landmark designation <br />Criteria C and D (see below) and to recommend approval of the Mills Act Contract and the associated 10- <br />year improvement plan without modifications. On November 4, 2025, the Planning Commission reviewed <br />and recommended approval by a 7-0 vote. The Commissioners supported the 10-year improvement plan <br />and appreciated the applicant’s willingness to undertake the responsibility of maintaining and improving <br />the historic resource. <br />C. It embodies distinctive characteristics of a style, type, period or method of construction, or is a <br />valuable example of the use of indigenous materials or craftsmanship; or <br />D.
