It was designed <br />by notable Architect Gilbert Hodgson and is considered a high-integrity example of the Spanish Colonial <br />Revival style. There are numerous internal and external contributing features that are summarized below: <br />Landscape Features <br />Front yard setback <br />Stucco clad wall to the left, right, and rear of the house <br />Front and rear courtyard spaces <br />Exterior Features <br />Asymmetrical house form <br />Stucco coating and chimney <br />Projecting entrance pavilion <br />Clay tile roof <br />Flagstone pavers at front door <br />Wooden doors and windows with varying decorative features <br />Interior Features <br />Entrance foyer <br />Hall / small hall <br />Study <br />Living room <br />Dinette <br />The home qualifies as a local historic landmark under Redwood City’s Historic Preservation Ordinance <br />under criterion 3 (embodies the distinctive characteristics of Spanish Colonial Revival style architecture). <br />It retains a high degree of physical integrity and clearly conveys its historic character. <br />In addition to the historic evaluation, the homeowner has provided a 10-year schedule of improvements <br />detailing proposed maintenance and improvements from 2026 to 2035 (see Attachment H). Notable <br />examples of the 10-year plan include floor refinishing, door and window restorations, gate repairs and <br />restorations, and ongoing maintenance. <br />EQUITY IMPACT STATEMENT <br />The Mills Act Contract program was created for, and remains open to, all properties that meet Redwood <br />City’s historic designation criteria. The program will be further studied in 2026 as part of the work program <br />item to update the City's Historic Preservation Ordinance. Staff will determine how best to assess <br />equitable access and outcomes as part of this work. <br />FISCAL IMPACT <br />Approval of a Mills Act Contract reduces the annual property tax collected by the City. The fiscal impact is <br />minimal and acts as an incentive to maintain and improve the City’s aging housing stock. <br />9.A. - Page 6 of 247 <br />264
