Page 4 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />communities, respectively, demonstrating the City’s commitment to investing available resources in the <br />areas of greatest need. <br />Transportation: The Transportation Project List contains multi-modal, traffic operation, and roadway <br />improvement projects that support both the Housing Element and the Citywide Transportation Plan <br />(RWCMoves) goals and policies for prioritizing infrastructure investment within Equity Priority <br />Communities as defined by the Metropolitan Transportation Commission (MTC). Performance Measure 9 <br />of the RWCMoves Plan states “Accommodates All Users, Including People with Disabilities, Low-Income, <br />and the Young and Elderly, with Equal Access to Goods and Services” placing the highest priority on equity. <br />The Transportation Project list includes numerous Complete Street projects, several pedestrian and <br />bicycle projects, and the 84/100 Reimagined Project to improve both safety, accessibility, and improve <br />neighborhood connectivity and mobility within equity priority areas of the City. <br />Both the Parks Project List and Transportation Project List have the potential to foster positive outcomes <br />for equity priority communities by including projects that serve both equity priority and underserved <br />neighborhoods. Achievement of these outcomes is, however, a multi-year effort dependent in large part <br />on the occurrence of development activity which generates the fee revenue, and outside funding sources <br />such as grants. The annual review of the Impact Fee Project Lists and funding decisions made through the <br />Capital Improvement Program provide annual opportunities to evaluate progress on equity goals. <br />FISCAL IMPACT <br />There is no fiscal impact associated with accepting the Parks and Transportation Impact Fee Project Lists. <br />Imposition of impact fees provides a critical funding source for projects on the Parks and Transportation <br />Impact Fees Project Lists to address impacts associated with new development. <br />ENVIRONMENTAL REVIEW <br />The AB 602 requirement for a Public Hearing to adopt the Annual Parks and Transportation Impact Fee <br />Project Lists by proposed resolution is not considered a project under Public Resources Code <br />Section 21605 and CEQA Guidelines Section 15378 as the resolutions will not result in a direct physical <br />change in the environment or a reasonably foreseeable indirect change on the environment. In addition, <br />the proposed resolutions are exempt under CEQA Guidelines Section 15061(b) (3) as it can be seen with <br />certainty that there is no possibility of causing a significant effect on the environment.  <br />PUBLIC NOTICE <br />On November 21, 2025 (at least 10 days before the public hearing), the City published notice, pursuant to <br />Government Code section 66002, of the date, time, and place of a public hearing, with a statement that <br />the City Council would be considering whether to adopt the updated Parks Impact Fee and Transportation <br />Impact Fee Project Lists.
