Continue to pursue an extension <br />of Blomquist Street to link the bayfront over Redwood Creek, <br />Goal BE-10; Encourage the development of pedestrian- and water-oriented mixed-use <br />communities that provide public accessibility to the Bay in Waterfront Neighborhoods, <br />Policy BE-10.1; require waterfront neighborhoods provide public access along water edges to <br />public open spaces and trails and to vista points, as integral parts of neighborhood development, <br />Policy BE-10.7; improve pedestrian, bicycle, transit and automobile linkages between bayfront <br />and areas west of US 101, and <br />Policy BE-12.2; Encourage the replacement of older low-scale, auto-oriented development with <br />well-designed new projects that offer pedestrian orientation, higher densities with more efficient <br />use of land, and continued productive economic value. <br />The Project continues to be consistent with the General Plan in that it would develop residential buildings <br />within the permitted density and would activate the creek side frontage with multiple access points and <br />Bay Trail improvements. <br />EQUITY IMPACT STATEMENT <br />The project was approved in 2018, prior to the City’s adopted Strategic Priorities that included the <br />integration of equity objectives within project development review. However, this development achieves <br />important goals of addressing equity needs to the immediate area. The project introduces much needed <br />housing within a transitioning waterfront neighborhood. Through the adopted Development Agreement, <br />the project is required to pay housing impact fees to the City for the purpose of developing affordable <br />housing. These fees will increase economic opportunities for residents who are low, and very low income. <br />Furthermore, the Development Agreement ensures several community benefits directly to the local area <br />through public access improvements to the shoreline and creek, including the Bay Trail Improvements, <br />the waterfront park, and vehicular parking for the public, as well as substantial traffic safety <br />improvements from the Blomquist Street Extension. Importantly, completion of the Bloomquist Extension <br />is critical to future desired plans to facilitate development of an affordable housing project at 1580 Maple <br />and to allow access across Redwood Creek. <br />1548 Maple Street is in a low resource opportunity area according to the Tax Credit Allocation Committee <br />/ Housing and Community Development (TCAC/HCD) opportunity map. This means that it scores above <br />the median for at least three out of nine economic and educational indicators linked with economic <br />opportunity and environmental quality of life. Regionally, Redwood City and San Mateo County have many <br />education options and employment opportunities that are good quality. <br />9.C. - Page 6 of 56 <br />550
