5

01. Introduction

Bicycling is an efficient and sustainable mode of transportation in urban environments, promoting
health, reducing traffic congestion, and lowering greenhouse gas emissions. Recognizing the
importance of promoting cycling as a viable means of transportation, the City of Redwood City
has implemented a series of policies and initiatives to enhance bicycle infrastructure and
encourage the use of bicycles for daily commuting. Bicycle theft is a serious and ongoing problem,
and secure bicycle parking is a necessary preventive measure. These policies are crucial in
advancing the City’s mode shift and trip reduction goals, aligning with broader sustainability and
urban mobility objectives.
These guidelines were developed to help implement these policies and serve as a reference and
guide for bicycle facility planning and design for future development projects and public facilities.
The goal is to update the current zoning codes based on these recommendations.

Figure 1: Family biking (www.pedbikeimages.org via Adam Coppola Photography)

Guiding Policies
This section summarizes Redwood City’s guiding policies for bicycle parking, including RWCMoves,
the 2018 Citywide Transportation Plan, and the Redwood City Zoning Code, which forms the policy
framework to advance cycling as a fundamental element of its transportation system.
