REV: 11-19-25 LR <br />o. Contractor layout and work area <br />p. Quantity take offs and prepare probable estimate of cost of construction <br />b.Task 11.b Utility Research and Coordination as part of the 30% design <br />process, sub-consultant, BKF, will identify and illustrate existing utilities that <br />are anticipated to conflict with the proposed flood mitigation improvements. <br />Building upon the data developed under Task 2 and 3, BKF will review existing <br />utility information to identify and map additional facilities and determine any <br />data gaps. This will include a review of available utility record drawings, field <br />observations, and coordination with the City’s project manager and City staff to <br />compile the most accurate information available. To supplement this effort, BKF <br />will contact USA North 811 to obtain a list and contact information for all utility <br />providers within the area of proposed improvement. <br />The Consultant and team to prepare Utility ‘A’ Letters and format them using <br />City letterhead, request record drawings, block maps, inspection reports from <br />past construction activities (such as installation or repair), and documentation <br />of any prior rights associated with the utilities. Once responses are received, <br />the utility data will be compiled and documented in Computer-Aided Design <br />Development (CADD) for incorporation into the project base mapping. <br />Subsequently, Utility ‘B’ Letters will be sent to the utility agencies for <br />verification and confirmation of the accuracy of the utility features shown on <br />the plans. <br />The Consultant and team to highlight utilities that could be potentially in conflict <br />on the design drawings, and to develop preliminary relocation plans as needed <br />to facilitate construction. The Consultant and team will proactively engage with <br />affected utility providers early in the design phase to verify the location and <br />ownership of existing infrastructure, discuss potential relocation or protection <br />strategies, and understand their specific design and permitting requirements. <br />All correspondence and coordination efforts will be documented by the <br />Consultant and team to support permitting, reduce risk during construction, <br />and help avoid unforeseen delays or costs related to utility conflicts. <br />Sub-consultant BKF will maintain a comprehensive utility inventory within the <br />project limits and evaluate the disposition of each utility, whether limits and <br />evaluate the disposition of each utility, whether it will be protected in place, <br />adjusted, relocated, or removed/abandoned. This information will be tracked <br />in a Utility Response Matrix, which will be regularly updated throughout the <br />design process. Early and proactive utility coordination will help mitigate <br />potential conflicts, reduce risks during construction, and ensure that all agency <br />requirements are clearly documented and addressed. For budgeting purposes, <br />it will be assumed by the Consultant and team the relocation of up to five (5) <br />utilities. <br />ATTY/AGR.2025.317/Wood Rodgers, Inc. (Page 27 of 77)
