REV: 11-19-25 LR <br />drainage systems, annualizes damage benefits using the methods accepted <br />by FEMA, and accounts for the project capital lost and maintenance cost to <br />determine the BCR. <br />The Consultant and team will document the BCA analysis in the Technical <br />Memorandum for the City (City Engineer or designee, City’s Project Manager, <br />and City Staff). The Consultant and team will respond to CalOES review <br />comments and provide a file sharing system for collection of supporting <br />documentation used for the BCA. <br />Deliverables: Benefit Cost Analysis Memorandum (PDF), Hazus 7 and FEMA BCA <br />toolkit digital files (Excel and PDF), and File Sharing System for BCA documentation. <br />Task 15. Outreach, up to $62,807 Time and Materials (T&M) <br />This task provides outreach activities throughout the project planning and early <br />design process to engage and inform affected agencies and community members <br />about the project’s design, confirm compliance with environmental regulations and <br />FEMA requirements, and incorporate all stakeholder voices into the decision-making <br />process. This Task includes: <br />a. Sub-consultant, Civic Edge, will plan and lead outreach activities throughout <br />the project planning and early design process to engage and inform affected <br />agencies and community members about the project’s design, align the project <br />options with existing efforts, confirm compliance with environmental <br />regulations and FEMA requirements, and incorporate diverse stakeholder <br />voices into the decision-making process. The goal is to establish a shared <br />vision for the project area with neighbors and other interested parties, <br />grounded in constraints and opportunities for the area. This work will be guided <br />by core values of impact, equity, curiosity, integrity, and community. <br />Civic Edge to develop a comprehensive Public Outreach Plan in coordination <br />with the technical team and the City’s project manager and City staff that <br />includes audience mapping, a strategy for website content and equitable <br />engagement, timeline, and outlines strategies to prioritize equity and <br />accomplish the engagement goals. Building on experience engaging <br />stakeholders on sea level rise and flooding projects, this plan will identify the <br />types of feedback that would be most helpful to the Project team. A variety of <br />engagement strategies will be proposed by the sub-consultant that could <br />include in-person workshops, online meetings, convenings of project partners, <br />presentations to community groups and more. Two public meetings at <br />established milestones will be led by the Consultant and Civic Edge.
