Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 22, 2025 <br />SUBJECT <br />Memorandum of Understanding (MOU) with County of San Mateo for the Bay Road Complete Streets <br />Rehabilitation Project <br />SUMMARY <br />The Bay Road Complete Streets Rehabilitation Project is funded by the One Bay Area Grant 3 (OBAG 3) <br />program. Per the grant guidelines, a 11.47 percent local match is required. The project alignment is within <br />both City of Redwood City and County of San Mateo jurisdictions. Staff from both agencies developed this <br />MOU to align roles and responsibility of each agency throughout the project’s design and construction <br />phases. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Memorandum of Understanding with <br />County of San Mateo to share the local match funds plus 10% contingency equally and implement the <br />design and construction phases of the Bay Road Complete Streets Rehabilitation Project with the City’s <br />share capped at $274,573 plus the shared contingency. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />In May 2022, the City/County Association of Governments of San Mateo County (C/CAG) issued a call for <br />projects for the County and Local Programs under the Metropolitan Transportation Commission (MTC)’s <br />One Bay Area Grant 3 (OBAG 3) Program.
