It also seeks to strengthen the <br />connection between transportation investments and regional goals for focused growth in Priority <br />Development Areas (PDAs), which are places near public transit that are planned for new homes, jobs, <br />and community amenities. <br />One of the City’s candidate projects for this grant program is on Bay Road between Fifth and Fifteenth <br />Avenues. Half of the project is located in Redwood City and half is in the unincorporated area of San Mateo <br />County. The project is identified in both the City’s adopted Walk Bike Thrive Plan (2022) and the <br />Unincorporated San Mateo County Active Transportation Plan (2021) as a priority bicycle and pedestrian <br />project. The project also aligns with the City Council’s Strategic Priority on Transportation, which includes <br />bicycle and pedestrian safety goals intended to eliminate fatalities and serious injuries from traffic <br />collisions. The project alignment is wholly within the MTC’s Equity Priority Communities area. <br />The project scope for the Bay Road Complete Street Rehabilitation Project includes design and <br />construction of traffic safety measures, such as pedestrian crossing improvements, roadway lane <br />reconfiguration, new bicycle facilities, sidewalk, curb, and gutter repair, and new traffic control measures <br />at the Bay Road/Fifteenth Avenue/Spring Street intersection. The project directly benefits school <br />commuters, including students who walk and bike to Taft Elementary School. <br />ANALYSIS <br />In 2022, the County of San Mateo, in coordination with Redwood City, applied for $3,806,790 in OBAG 3 <br />grant funds for the design and construction phases of the Bay Road Complete Street Rehabilitation Project <br />between Fifth and Fifteenth Avenues. The grant request was approved by C/CAG and MTC, however, the <br />County’s Housing Element was rejected by the State and the County could not receive the funding. In <br />2024, due to the multi-jurisdictional nature of the project, MTC approved transferring the full grant <br />amount of $3,806,790 to Redwood City. <br />OBAG 3 requires a local match of 11.47 percent for their funded projects. For this project, the local match <br />will be split between two jurisdictions, Redwood City and the County of San Mateo. <br />This Memorandum of Understanding (MOU) establishes the terms and conditions for the local match and <br />responsibilities of each agency for the design and construction phases of the project. The MOU covers <br />project planning, community outreach, preparation of Plans, Specifications, and Estimates (“PS&E”), <br />design drawings, construction bidding, construction, construction administration, and construction <br />inspection. Redwood City will be the lead agency for both the design and construction phases of the <br />project. The project design will start after both agencies sign and execute this MOU. The project design <br />contract with the selected consultant is scheduled for City Council approval on December 22, 2025. <br />8.D. - Page 2 of 14 <br />111
