Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Applied a geographic equity index to assess impacts by location <br />Vendor selection solicited participation by local microbusinesses, Small Business Enterprises (SBEs), <br />and/or Disadvantaged Business Enterprises (DBE, MBE, WBE, DVBE, etc.) <br />FISCAL IMPACT <br />This project has no anticipated impact on the General Fund. The Bay Road Complete Streets Rehabilitation <br />Project is funded 88.53 percent by the OBAG 3 grant ($3,806,790). The required local match of 11.47 <br />percent ($549,146) will be funded evenly by the City of Redwood City and County of San Mateo. The City’s <br />share of the $274,573 local match and a 10 percent contingency of $27,400 was budgeted in FY 2025-26 <br />CIP with Transportation Impact Fee funds. <br />ENVIRONMENTAL REVIEW <br />Executing this MOU with the county is not a project under California Environmental Quality Act (CEQA), <br />per section 15378 (b) definitions because the MOU covers administrative activities that will not result in <br />direct or indirect physical changes in the environment. <br />The project will be categorically exempt from the requirements of CEQA pursuant to CEQA Guidelines <br />Section 15301(c), Class 1 (“Existing Facilities”) for the repair and maintenance of existing highways and <br />streets with negligible or no expansion of an existing use. Staff will file the project for CEQA exemption <br />when the project advances the design phase. <br />As it is required for the federally funded projects, this project is subject to the National Environmental <br />Policy Act (NEPA). NEPA documents will be prepared and submitted to Caltrans at the 65% design stage. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />8.D. - Page 3 of 14 <br />112
