Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The project is focused on complete street and multi-modal improvements for all road users who use or <br />cross Bay Road, between 5th Avenue and 15th Avenue. The project scope for the Bay Road Complete <br />Street Rehabilitation Project includes design and construction of traffic safety measures, such as <br />pedestrian crossing improvements, roadway lane reconfiguration, new bicycle facilities, sidewalk, curb, <br />and gutter repair, and new traffic control measures at the Bay Road/Fifteenth Avenue/Spring Street <br />intersection. The project directly benefits school commuters, including students who walk and bike to Taft <br />Elementary School. <br />ANALYSIS <br />In May 2025, the City issued a Request for Proposals (RFP) to develop the 100 percent Plans, Specifications <br />and Estimates (PS&E) and conduct additional neighborhood outreach for Bay Road Complete Streets <br />Rehabilitation Project between Fifth and Fifteenth Avenues. The City received two responses to the RFP. <br />As this is a federally funded project and subject to Caltrans’ consultant procurement requirements, staff <br />evaluated the proposals based on Caltrans criteria: <br />Understanding of the work to be done <br />Experience with similar kinds of work <br />Quality of staff for work to be done <br />Capability of developing innovative or advanced techniques <br />Familiarity with state and federal procedures <br />Providing a milestone schedule for each task <br />Financial responsibility <br />Demonstrated Technical Ability <br />Meeting the project’s Disadvantaged Business Enterprise (DBE) goal of 14 percent <br />The evaluation team identified Kimley-Horn as the top-ranked consultant, noting a strong proposed <br />project management plan and understanding of the work to be done. City staff negotiated the final scope <br />of work and budget, which is included in Attachment 1 (Agreement for Services). The scope of work <br />includes developing the 100 percent PS&E, construction engineering support, design services during <br />construction, and neighborhood outreach support. <br />EQUITY IMPACT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Applied a geographic equity index to assess impacts by location sexual orientation or other <br />demographic <br />Vendor selection solicited participation by local microbusinesses, Small Business Enterprises (SBEs), <br />and/or Disadvantaged Business Enterprises (DBE, MBE, WBE, DVBE, etc.) <br />8.F. - Page 3 of 55 <br />131
