The consultant is providing 17.6 percent DBE allocation, which means 17.6 percent of the total <br />work and contract value will be done by small and disadvantaged businesses. <br />FISCAL IMPACT <br />There is no anticipated impact to the General Fund. The total cost of project’s design phase is funded by <br />an OBAG3 grant ($750,000) and a local match ($97,171). The City’s share of the local match ($48,586) was <br />funded in FY 2025-26 by Transportation Impact Fees (Fund 285). <br />ENVIRONMENTAL REVIEW <br />This action is not a project under the California Environmental Quality Act (CEQA) because entering into <br />this agreement has no potential for resulting in either a direct or reasonably foreseeable indirect physical <br />change in the environment. Future construction of the project will be categorically exempt from the <br />requirements of CEQA pursuant to CEQA Guidelines Section 15301(c), Class 1 (“Existing Facilities”) for the <br />repair and maintenance of existing highways and streets with negligible or no expansion of an existing <br />use. <br />As required for federally funded projects, this project is subject to the National Environmental Policy Act <br />(NEPA). NEPA documents will be prepared and submitted to Caltrans at the 65 percent design stage. The <br />contract scope includes technical assistance for NEPA processing. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. The City Council may direct staff to modify elements of the agreement and to renegotiate with the <br />consultant.
