Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 22, 2025 <br />SUBJECT <br />Agreement for Services with Signet Testing Laboratories, Inc. for inspection and testing services on the <br />Hoover Park Renovation Project to ensure conformance with plans, specifications, and permit <br />requirements <br /> <br />SUMMARY <br />On November 10, 2025, the City Council approved the construction contract for the Hoover Park <br />Renovation Project to enhance park utilization, replace aging facilities, and improve traffic flow within the <br />parking lot and around the park. This agreement with Signet Testing Laboratories, Inc. for inspection and <br />testing services will provide the project with continuous construction inspection and special testing for <br />the project ensuring conformance with the plans, specifications, and permit requirements. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager or designee to execute the Agreement for Services <br />with Signet Testing Laboratories, Inc. for construction inspection and special inspection services for the <br />Hoover Park Renovation Project in the amount of $319,820, and authorize the City Manager or designee <br />to increase the contract amount, if necessary, by up to 10 percent above the contract amount, for a total <br />amount not to exceed $351,802. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />8.I. - Page 1 of 25 <br />209
