Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Hoover Park is one of Redwood City’s largest sports complexes, located along Woodside Road between <br />Spring Street and Charter Street, and is one of only two parks on the bayside section of the City. The <br />Hoover Park Renovation Project will add new activity spaces and equipment, replace the existing pool <br />with a modern splash pad, and implement parking lot improvements. The City awarded the construction <br />contract on November 10, 2025. The project anticipates construction to start January 2026. <br />Due to the large scale of the project ($7,911,586 construction contract), the complexity of the project <br />(water circulation, filtration, and storage equipment), and the need for special testing (significant <br />foundations for play features and restroom structures), continuous inspection and special <br />inspection/testing services are needed. <br />The City has existing on-call contracts with experienced and qualified firms for inspection and testing <br />services, which followed the City’s standard qualifications-based procedures. However, for projects using <br />federal funds, including the Hoover Park Renovation Project, a specific procurement process for all <br />contractors is required. The City’s standard procurement process does not meet all federal procurement <br />requirements. In particular, the City’s qualifications-based procedure selects proposals based on <br />demonstrated competence and professional qualifications necessary to provide an acceptable quality of <br />services. The federal procurement process requires cost considerations to identify the best overall value. <br />Given that the Hoover Park Renovation Project utilizes federal Community Development Block Grant <br />(CDBG) program funds from the Department of Housing and Urban Development, staff issued a separate <br />request for proposals (RFP) for these inspection and testing services. <br />ANALYSIS <br />On October 1, 2025, staff issued an RFP for the inspection and testing services for the Hoover Park <br />Renovation Project in compliance with regulations and guidelines associated with the use of CDBG funds. <br />On October 17, 2025, staff received two proposals. In accordance with federal procurement process <br />requirements, staff evaluated the proposals by assigning points based on cost reasonableness, in addition <br />to experience, capacity, and quality of submittal. Proposals with the highest total points are ranked <br />highest.
