Thus, staff recommends the City Council approve the agreement <br />with Signet Testing Laboratories, Inc. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Reviewed from similar or relevant past program or policy in Redwood City <br />Reviewed data related to a standard or emerging best practice <br />FISCAL IMPACT <br />There is a minor General Fund impact associated with this agreement. The construction project will utilize <br />multiple sources of funding, including Fund 256 – Federal Community Development Block Grant (CDGB), <br />Fund 357 – Capital Outlay Fund, and Fund 358 – Park Impact Fees (as allocated as part of the Interfund <br />loan approved by City Council on May 19, 2025). As indicated in the November 10, 2025 staff report <br />regarding funding for the entire Hoover Park Renovation Project, the Parks, Recreation, and Community <br />Services Department will fund $159,641 of this project through a mid-year budget transfer from their FY <br />2025-26 General Fund operating budget. Additionally, Fund 358 has available balance of $240,359 that <br />will be transferred to this project (Program 73773) a mid-year budget transfer. Following award of the <br />construction contract, including funds for contingency, Fund 358 – Park Impact Fees has a remaining <br />approved budget balance of $240,359 dedicated to this project. The larger Hoover Park Renovation <br />Project also utilizes Fund 256 – Federal Community Development Block Grant (CDBG).
