Existing Facilities) in that it consists of the repair, maintenance, and/or <br />minor alteration of existing public or private structures or facilities, involving negligible or no expansion <br />of the use beyond that existing. This activity, awarding a professional service contract for inspection and <br />testing services, is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve the agreement per staff recommendation, and/or direct staff <br />to pursue alternative means to seek the services needed. Alternatives may include: <br />1. Not approve the agreement with Signet Testing Laboratories, Inc., and re-issue the RFSOQ/RFP for <br />another consultant selection. As the project is anticipated to commence construction in January 2026, <br />this alternative would delay the start of construction and add additional time to the expected <br />completion of the project. <br />2.
