(CPPG) to provide State Legislative <br />Advocacy and Grant Writing Services to the City <br />SUMMARY <br />The City relies on legislative advocacy and grant writing services to proactively track state policy, support <br />the City’s Legislative Platform, and pursue critical regional, state and federal grant opportunities. To <br />continue this work, the City issued a Request for Proposals (RFP) in October 2025 for State Legislative <br />Advocacy and Grant Writing Services. Five proposals were received and, through a competitive evaluation <br />process, staff recommend awarding the agreement to California Public Policy Group, Inc. (CPPG) as the <br />most qualified firm. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a three-year services agreement with <br />California Public Policy Group, Inc. (CPPG), in an amount not to exceed $321,000, including City Manager <br />authority to extend the agreement for two additional, consecutive one-year terms, for an aggregate not- <br />to-exceed amount of $535,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City maintains a legislative advocacy and grant writing program to support our ability to monitor state <br />policy developments, advance Council priorities, and pursue competitive funding opportunities.
