Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />services help ensure the City remains informed about legislation that may impact programs and <br />operations, while also positioning the City to secure regional, state and federal grants that leverage local <br />resources for community benefit. <br />Since 2019, the City has contracted with Renne Public Policy Group (RPPG) to provide state legislative <br />advocacy and, beginning in 2022, grant writing services. In 2024, RPPG’s legislative and grant services <br />transitioned to the newly formed California Public Policy Group, Inc. (CPPG), retaining the same team and <br />service structure. The City Council approved a Consent to Assignment Agreement in September 2024 to <br />formalize this transition and extend services through December 2025. The total cumulative contract <br />amount from 2019-2025 is $511,000. In advance of the current agreement’s expiration, staff initiated a <br />new Request for Proposals (RFP) process in fall 2025 to establish a successor agreement. <br />The proposed agreement will ensure the continuation of state legislative advocacy and grant writing <br />services that support the City’s Legislative Platform, policy priorities, and long-term funding. <br />ANALYSIS <br />In October 2025, staff issued a Request for Proposals (RFP) to secure an experienced consultant to provide <br />strategic advice and advocacy in support of the City’s state legislative platform and to assist in identifying, <br />developing, and submitting grant opportunities that align with the City’s goals. Project tasks include, but <br />are not limited to, the following: <br />State Legislative Advocacy <br />Support the development and maintenance of the City’s legislative agenda; monitor and analyze state <br />policy issues; prepare advocacy materials; and represent the City before the state legislature, state <br />agencies, and other stakeholders. Services also include maintaining relationships with legislators and <br />partner organizations and providing regular updates to staff. <br />State and Federal Grant Writing Services <br />Research, identify, and track grant opportunities; assist in developing and submitting competitive <br />applications; coordinate with City staff to align funding strategies with City priorities; and provide periodic <br />updates or training to strengthen internal capacity. <br />Five proposals were received: <br />California Public Policy Group (CPPG)Shawn Mary Noetzli Consulting <br />Focused Vision Consulting The CrisCom Company <br />MinMax001 <br />As this is a professional services contract, proposals were evaluated on overall qualifications and service <br />approach in addition to cost, recognizing that the level of direct, relationship-based engagement, <br />software-supported models, and the depth of grant development support varied among proposers. <br />8.J. - Page 2 of 17 <br />235
