City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
To the Honorable Chair and Successor Agency Board
From the Executive Director
DATE: December 22, 2025
SUBJECT
Purchase and Sale Agreement for Assessor’s Parcel Number 053-182-030 between the City of Redwood
City from the Successor Agency to the Redwood City Redevelopment Agency
SUMMARY
The City of Redwood City and the Successor Agency to the Redwood City Redevelopment Agency seek to
transfer a parcel located at Maple and Lathrop Streets (APN 053-182-030) from the Successor Agency to
the City for $900,000 in order to maintain existing stormwater and wastewater infrastructure and to
preserve the site for potential future public use, including outdoor recreation or other municipal purposes.
The 10,973-square-foot property includes significant storm drain improvements that limits the
developable area but supports ongoing utility needs.
The Successor Agency is required by state law governing Redevelopment Agency dissolution to dispose of
non-housing assets and has completed all steps necessary under the Surplus Land Act, including securing
a determination from the California Department of Housing and Community Development that the parcel
qualifies as exempt surplus land.
RECOMMENDATION
1. Adopt a resolution of the Successor Agency Board of the Successor Agency to the Redwood City
Redevelopment Agency approving a Purchase and Sale Agreement between the City of Redwood City,
as Buyer, and Successor Agency to the Redwood City Redevelopment Agency, as Seller, for the sale of
real property identified as Assessor's Parcel Number 053-182-030 in the amount of $900,000; and
2. Adopt a resolution of the City Council of the City of Redwood City approving a Purchase and Sale
Agreement between the City of Redwood City, as Buyer, and Successor Agency to the Redwood City
Redevelopment Agency, as Seller, for the purchase of real property identified as Assessor's Parcel
Number 053-182-030 in the amount of $900,000.
8.K. - Page 1 of 105
251
