Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The subject property is located on the corner of Maple and Lathrop Streets and is identified as Assessor <br />Parcel Number 053-182-030 (the Property). The City seeks to acquire the Property in order to maintain <br />wastewater1 infrastructure and/or facilitate the development of an outdoor recreational space, or for <br />another governmental use to be determined later by the City. The Property is approximately 10,973 <br />square feet in total area, is irregularly shaped, and has an approximate 32-foot-wide stormdrain <br />improvement and appurtenant encumbrance near its southern end that reduces its overall usable area to <br />approximately 4,400 square feet. <br />The Property is currently owned by the Successor Agency to the Redwood City Redevelopment Agency <br />(Successor Agency). The Successor Agency was created in 2012 to administer enforceable obligations and <br />wind down the affairs of the former Redwood City Redevelopment Agency (Former Agency). Pursuant to <br />the requirements of the dissolution legislation, known as the Dissolution Law, the Successor Agency must <br />dispose of all non-housing properties of the Former Agency in an expeditious manner aimed at maximizing <br />value. Under the Dissolution Law, a successor agency’s actions, including the sale of the property, are <br />subject to review by an oversight board. Currently, this Successor Agency’s oversight board is the San <br />Mateo County Countywide Oversight Board (Oversight Board). <br />As of January 1, 2020, Assembly Bill (AB) 1486, more commonly referred to as the Surplus Land Act (SLA), <br />requires that successor agencies follow surplus land disposition procedures for properties that were not <br />previously subject to an existing contract. Such procedures include declaring the property as “surplus” or <br />“exempt surplus” as defined in the SLA. The California Department of Housing and Community <br />Development (HCD) oversees and enforces SLA requirements. <br />The Successor Agency determined that the property is “exempt surplus” pursuant to Government Code <br />Section 54221(f)(1)(B) given that the Property is less than one-half acre in area and is not contiguous to <br />land owned by a state or local agency that is used for open-space or affordable housing purposes. On June <br />13, 2024, the Successor Agency published a notice for a 30-day comment period and emailed the notice <br />to housing providers and other public entities, as required by SLA. On August 13, 2024, HCD issued a <br />determination letter finding that the Property qualifies as exempt surplus land. As a result, the Successor <br />Agency is exempt from following additional surplus land procedures and may proceed with disposition to <br />the City. <br />Accordingly, staff recommends that the Successor Agency adopt the resolution approving the Purchase <br />and Sale Agreement, and authorize the Successor Agency Executive Director or their authorized designee <br />to submit the Purchase and Sale Agreement to the Oversight Board for review and approval, and after the <br />Oversight Board’s approval to send a copy of the Purchase and Sale Agreement and Oversight Board <br />resolution to the California Department of Finance (DOF) for review and approval as required by the <br />Dissolution Law. <br />1 There is an existing sewer line running beneath the Main Street Bridge.
