Furthermore, the project was previously determined to be <br />categorically exempt per Section 15302 (Class 2 (c), Replacement or <br />Reconstruction) in that involved the replacement or reconstruction of existing <br />utility systems and/or facilities involving negligible or no expansion of capacity. <br />8.F.Award contract to Kimley-Horn to complete the outreach and design phase for <br />Bay Road Complete Street Rehabilitation Project <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute the Agreement <br />for Services with Kimley-Horn to develop Plans, Specifications, and Estimates <br />(PS&E) and assist with neighborhood outreach for the Bay Road Complete Street <br />Rehabilitation Project in the amount of $539,422, and authorize the City Manager <br />or designee to increase the contract amount, if necessary, up to 10 percent above <br />the contract amount. <br />CEQA: <br />This action is not a project under the California Environmental Quality Act (CEQA) <br />because entering into this agreement has no potential for resulting in either a <br />direct or reasonably foreseeable indirect physical change in the environment. <br />Future construction of the project will be categorically exempt from the <br />requirements of CEQA pursuant to CEQA Guidelines Section 15301(c), Class 1 <br />(“Existing Facilities”) for the repair and maintenance of existing highways and <br />streets with negligible or no expansion of an existing use. <br />As required for federally funded projects, this project is subject to the National <br />Environmental Policy Act (NEPA). NEPA documents will be prepared and <br />submitted to Caltrans at the 65 percent design stage. The contract scope includes <br />technical assistance for NEPA processing. <br />8.G.Award contract to ACCO Engineered Systems, Inc. for the Municipal Service <br />Center HVAC Replacement Project <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute the contract <br />documents and award the standard form contract for the Municipal Service <br />Center HVAC Replacement Project to ACCO Engineered Systems, Inc. of <br />Pasadena, CA for their responsive and responsible low total bid of $985,121, and <br />authorize the City Manager or their designee to increase the contract amount, if <br />necessary, up to 15% of the amount awarded in an amount not to exceed <br />$147,769 for a total amount of $1,132,890. <br />CEQA: <br />Categorically Exempt - Class 2.
