Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 22, 2025 <br />SUBJECT <br />Amendment to City's Classification and Salary and Wage Plan establishing new classification of Crime <br />Analyst, and updating the salary range for certain classifications to meet 2026 Minimum Wage <br />requirements <br />SUMMARY <br />Proposed amendments to the City’s Classification and Salary and Wage Plan include establishing the new <br />proposed classification of Crime Analyst based on recommendations from a comprehensive staffing and <br />operational analysis conducted by the Center for Public Safety Management in 2023, to support <br />investigation and patrol operations, and updating salaries for certain classifications to meet 2026 local <br />minimum wage requirements effective January 1, 2026. <br />RECOMMENDATION <br />Adopt a resolution amending the City’s Classification and Salary and Wage Plan to: 1) establish the new <br />classification of Crime Analyst, and 2) amend salary ranges for certain classifications to meet 2026 local <br />minimum wage requirements effective January 1, 2026. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />New Classification – Crime Analyst: <br />In 2023, the Police Department participated in a comprehensive staffing and operational analysis <br />conducted by the Center for Public Safety Management (CPSM).
