Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />as a priority by Police Chief Bell at the November 27, 2023, City Council meeting, was the creation of a <br />Crime Analyst position to support investigation and patrol operations. <br />The Police Department collects an enormous amount of data on a continuous basis and has access to data <br />through a variety of law enforcement accessible resources. While individual police officers and detectives <br />make good use of the collected and accessible data to investigate individual cases, the Department does <br />not currently have a dedicated Crime Analyst position with the training and background to take a broad <br />look at the data and proactively identify crime trends and create data driven strategies to deter and solve <br />crime. With the rapid increase in the use of technology to collect and organize data used to investigate <br />and solve crime, such as cell phone analysis, crime scene forensics, automated license plate readers, and <br />computer analytics, this gap in the Department’s capabilities represents a significant shortfall and is not <br />in keeping with modern and best police practices. A survey of Bay Area law enforcement agencies <br />revealed twenty-one similar sized agencies currently have the benefit of a dedicated Crime Analyst <br />position. <br />Additionally, as community members and leaders have demanded more accountability and transparency <br />in law enforcement, the Department has identified the need for a Crime Analyst to support police <br />operations. If approved, the Department will be better positioned to meet community expectations and <br />provide comprehensive and timely information when asked to do so. <br />2026 Minimum Wage: <br />On April 9, 2018, the City Council adopted an Ordinance to add Chapter 46, “Minimum Wage Ordinance”, <br />to the Redwood City Code, adopting periodic increases to the minimum wage, based on the Consumer <br />Price Index (CPI), for employees working within the City of Redwood City. Effective January 1, 2026, the <br />local minimum wage will increase from the current $18.20 per hour to $18.65 per hour. <br />ANALYSIS <br />New Classification – Crime Analyst: <br />The Crime Analyst would be a non-sworn classification and report directly to the Investigations Police <br />Sergeant. While their primary focus would be to provide support to the detectives in the Investigations <br />Unit, they would also support patrol operations and periodically deliver informational reports to the <br />community and City government regarding police operations. <br />If approved, this position will benefit the Department by improving investigative efficiency using crime <br />and intelligence data analysis and providing comprehensive and detailed statistical reports to enhance <br />the investigative process, leading to improved efficiency in solving cases. The Crime Analyst would assist <br />in the analysis of crime data, identification of patterns and trends in criminal activity to support the <br />Department with development of strategies and efficient allocation and deployment of resources. The <br />Crime Analyst would provide informational reports to the community and City government regarding <br />police operations, fostering transparency, building trust, and enhancing community engagement by <br />keeping the public informed about crime trends, initiatives, and Department efforts to address them. <br />8.N. - Page 2 of 17 <br />688
