Table 1 (below) shows the funding
sources for the ROW acquisition costs. As demonstrated below, the Project has sufficient funds to cover
the ROW capital costs. The purchase agreement amount is reimbursable from the California State
Transportation Improvement Program (STIP) Grant. This grant does not require a match.
Table 1: Funding Sources for ROW Capital Costs
Funding Source Approved
Amount
Prior
Expended
12/22/25
Agreement
Remaining
Amount
State - STIP $8,000,000 $83,700 $655,178*$7,261,122
Federal (U.S. DOT) - INFRA $8,000,000 $8,000,000
County - SMCTA $20,000,000 $20,000,000
Total Available ROW Funding:$36,000,000 $35,916,300
Total anticipated ROW capital costs**:$26,700,000
*Includes $37,500 for Purchase Agreement at 1485 Veterans Blvd and $617,678 for BKF Agreement for
Services
**Includes Contingency
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to approve the recommended agreement. Two alternatives are identified
below:
1. The City Council may choose not to approve the purchase agreement and instead direct staff to
reopen negotiations with the property owners. This would potentially increase the cost of the
acquisition and further delay the Project by several months. Delays in the Project mean potentially
increased cost and risks to the timely expenditure of grant funds.
8.C. - Page 3 of 40
72
