Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />As detailed at the December 16, 2024, City Council Study Session, the Project is a collaborative effort <br />involving multiple agencies to fully reconstruct the interchange area. The goals are to enhance traffic <br />safety, reduce congestion and pollution, and provide safer bicycle and pedestrian facilities. <br />In order to proceed, the Project requires both permanent right-of-way (ROW) acquisition of certain lands <br />and temporary ROW construction easements. The Project’s anticipated ROW capital costs of $21.3M are <br />fully funded based on staff’s initial offer estimates. These costs will be funded by an $8.0M California State <br />Transportation Improvement Program (STIP) grant, $8.0M U.S. Department of Transportation (U.S. DOT) <br />Infrastructure for Rebuilding America (INFRA) grant, and up to $20.0M from San Mateo County <br />Transportation Authority (SMCTA) Measure A grant funds. <br />ANALYSIS <br />In coordination with staff, the City’s ROW consultant, Associated Right of Way Services, Inc. (AR/WS), has <br />prepared market-based appraisals, performed the necessary evaluations, and initiated conversations with <br />property owners. In accordance with state and federal regulations, a just compensation offer was made <br />to the owners of 1485 Veterans Boulevard. The offer included acquisition of fee title and temporary <br />construction easement (TCE) based on the City’s appraisal of the ROW involved, described in the attached <br />Property Purchase Agreement (Attachment B). Staff, through AR/WS, negotiated the final agreement <br />amount of $37,500 for the acquisition of both fee title and TCE. <br />Resolution No. 16277, and the associated staff report presented to the City Council on February 10, 2025, <br />established guidelines for the acquisition of property related to the Project. In order to proceed with <br />acquisitions, the Council must approve the Property Purchase Agreement (Attachment B) and related <br />documents. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings.
