Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 22, 2025 <br />SUBJECT <br />Amendment to the City’s Classification and Salary and Wage Plan and the Summary of Compensation and <br />Terms of Employment for the Executive Management Employee Group <br />SUMMARY <br />The Summary of Compensation and Terms of Employment for the Executive Management Employee <br />Group (Summary) establishes benefits and compensation for at-will, executive level employees. The <br />Summary is reviewed periodically to ensure executive management benefits stay in balance with benefits <br />provided to other City employees and to enable the City to attract highly qualified candidates to fill key <br />leadership positions. The proposed changes to the Summary incorporate two modifications already <br />approved by the City Council: an update to salary ranges for Executive Management and Appointed <br />classifications approved on November 25, 2024 and the addition of a job classification (Crisis Response <br />Clinician) approved May 19, 2025. Additionally, the proposed changes add clarifying language to the <br />relocation assistance benefit offered to new hires in the classifications of Assistant City Manager, Police <br />and Fire Chiefs, and Department Directors, and add the ability to bank hours when required to work on <br />City holidays. The proposed amendment to the City’s Classification and Salary and Wage Plan is also to <br />incorporate the update to salary ranges for Executive Management and Appointed classifications <br />approved on November 25, 2024, in accordance with CalPERS’ requirements. <br />RECOMMENDATION <br />Adopt a resolution amending the City’s Classification and Salary and Wage Plan to update salary ranges <br />for Executive Management and appointed classifications consistent with prior City Council action and <br />amending the Summary of Compensation and Terms of Employment for the Executive Management <br />Employee Group to clarify relocation assistance benefits and amend holiday benefits effective December <br />22, 2025. <br />10.C. - Page 1 of 41 <br />796
