To <br />advance this vision, the City Council directed staff to prepare Redwood City’s first proposed Economic <br />Mobility Action Plan (EMAP) for City Council consideration. The proposed EMAP is informed by nationally <br />recognized best practices and considerable community engagement. It identifies desired outcomes for <br />greater upward mobility in the Redwood City community, and associated City actions to support their <br />development. Aligned actions by community partners and related City activities are also recognized as <br />contributing factors. The intention is to regularly monitor and report on the proposed indicators, metrics <br />and aligned actions over several years, to track the collective impact of economic mobility efforts in <br />Redwood City / North Fair Oaks. <br />Questions for Councilmembers  <br />Do the proposed outcomes and indicators focus on the right community factors?   <br />Do the proposed strategies and success metrics focus on the right City actions?   <br />Are the identified aligned actions the most relevant local projects, organizations, or other <br />community efforts currently to be considered within the plan? <br />RECOMMENDATION <br />By motion, adopt the 2026 Economic Mobility Action Plan. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Equity <br />10.D. - Page 1 of 13 <br />837
