Page 2 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />The 2024 Redwood City Economic Development Work Plan approved by City Council called for the <br />creation of an Economic Mobility Action Plan. Economic mobility is the ability of a person or family to <br />improve their economic circumstances over a period of time. The City’s General Plan Economic <br />Development Element recognizes the economy as a driver for resident quality of life; a focus on economic <br />mobility encourages the benefits of the local economy to flow to more residents, helping community <br />members stay stable and rooted.   <br />Over the past two years, Redwood City has been engaged in learning and testing actions to advance <br />economic mobility. The City was selected as a Youth Excel site by the National League of Cities (NLC) and <br />then as an Economic Mobility and Opportunity City by the International City/County Managers Association <br />(ICMA). As a part of these programs, staff have conducted local research in partnership with nonprofits <br />and benefited from research conducted by San Mateo County.   <br />Through this work, staff have identified a framework for the City’s economic mobility efforts: the Urban <br />Institute’s Upward Mobility framework. <br />10.D. - Page 2 of 13 <br />838
