Page 4 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Staff presented the proposed EMAP to the Equity and Social Justice Sub-Committee on June 27, 2025, <br />with a focus on the proposed outcomes and indicators and, in response to encouragement to conduct <br />additional engagement, staff conducted additional outreach in autumn 2025. The Housing and Human <br />Concerns Committee, Redwood City Together Leadership Council, North Fair Oaks Community Council, <br />and San Mateo County’s Shared Prosperity Coordinating Council each received a presentation, provided <br />feedback, and affirmed the proposed plan addresses meaningful community needs. <br />ANALYSIS <br />Plan Purpose   <br />Economic mobility is a complex topic with many important levers outside of the City’s control. The <br />proposed EMAP is designed to define local success, identify actionable strategies for change andsupport <br />partnership to achieve ambitious goals  <br />The power of the EMAP is not just in the actions the City takes, but also in the change leveraged from <br />Redwood City’s investment in, focus on, and communication about economic mobility.  <br />Plan Elements <br />The EMAP is structured for clarity about and accountability to the actions the City will take to drive positive <br />change. The Plan contains the following elements:   <br />Community Outcomes <br />Community Indicators <br />City Strategies <br />City Success Metrics <br />City and Community Aligned Actions <br />Community Outcomes and Indicators <br />Community Outcomes clarify how the community should be better off as a result of the work associated <br />with the EMAP. The proposed outcomes in the EMAP are developed based on community and nonprofit <br />input from several sources, including a 2024 landscape analysis and survey about economic mobility. <br />Outcomes are complex, may not be easily measured, and will require action from partners beyond the <br />City to meaningfully achieve. Staff expect to see results at the outcome level over 7-10 years.   <br />For the 2026 EMAP, staff propose three desired community outcome statements as measures to evaluate <br />the success of the Plan: <br />Households in Redwood City/North Fair Oaks experience less stress about money <br />Redwood City and North Fair Oaks residents use the available employment and basic needs <br />resources when those resources can be helpful  <br />10.D. - Page 4 of 13 <br />840
