However, the City’s actions can influence them. In <br />addition, the work of other community partners may also influence them and should therefore be <br />considered as part of the total breadth of efforts underway that may benefit the Redwood City <br />community.  <br />Community Indicators are specific, quantitative measures that can provide a sense—or indication—of <br />progress towards the desired community outcomes. Each indicator in the EMAP is collected by another <br />agency on a regular basis and has a pre-COVID-19 pandemic baseline. <br />As with community outcomes, the City does not have direct control over the factors that affect the <br />proposed community indicators. However, staff believe there is a reasonable chance of City action having <br />some effect on the indicators. The City <br />does many things that affect economic mobility; the EMAP calls out a subset of the City’s work for tracking <br />as part of the plan. EMAP strategies span City departments and are intended to be incorporated into work <br />plans where feasible.
