Monitoring - The Soils Engineer shall conduct continuous site inspections during <br />trenching and backfill operations at the applicant’s expense. The Soils Engineer shall take <br />compaction tests and submit the results to Engineering & Construction. <br />[SDR][ENGINEERING] <br />87. Pre-Construction Nest Survey – If construction activities are scheduled to occur during <br />the nesting season (approximately February 15 through August 31), a qualified wildlife <br />biologist shall be retained to conduct a pre-construction nesting survey of the trees <br />proposed for removal one week before initiation of construction activities to avoid <br />disturbing nesting raptors and other migratory birds. If surveys indicate that migratory <br />bird nests are found, a no-disturbance buffer shall be established around the trees to <br />avoid disturbance or destruction of the nest site until after the breeding season or after <br />a wildlife biologist determines that the young have fledged. [COA][PLANNING] <br /> <br />88. Air Quality Dust Control – The project shall implement the following BAAQMD best <br />management practices for construction dust: <br /> <br />a. All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, <br />and unpaved access roads) shall be watered two times per day. <br /> <br />b. All haul trucks transporting soil, sand, or other loose material off-site shall be <br />covered. <br /> <br />c. All visible mud or dirt trackout onto adjacent public roads shall be removed using <br />wet power vacuum street sweepers at least once per day. The use of dry power <br />sweeping is prohibited. <br /> <br />d. All vehicle speeds on unpaved roads shall be limited to 15 mph. <br /> <br />e. All roadways, driveways, and sidewalks to be paved shall be completed as soon as <br />possible. Building pads shall be laid as soon as possible after grading unless <br />seeding or soil binders are used. <br /> <br />f. All excavation, grading, and/or demolition activities shall be suspended when <br />average wind speeds exceed 20 mph. <br /> <br />g. All trucks and equipment, including their tires, shall be washed off prior to leaving <br />the site. <br /> <br />h. Unpaved roads providing access to sites located 100 feet or further from a paved <br />road shall be treated with a 6- to 12-inch layer of compacted layer of wood chips, <br />mulch, or gravel. <br />
