This person shall respond and take corrective action within 48 hours. The Air District’s General Air Pollution Complaints number shall also be visible to ensure compliance with applicable regulations. [COA][PLANNING] 89. Air Quality Construction Emission Reduction - The project applicant shall prepare an air pollution control plan to reduce emissions from construction equipment showing that all diesel-powered construction equipment larger than 25 horsepower used at the site for more than two continuous days or 20 hours total shall meet U.S. EPA Tier 4 emission standards for Particulate Matter (PM) (PM10 and PM2.5) or equivalent. Such an air pollution control plan would be subject to review by an air quality expert and approved by the City prior to construction. [COA][Planning] 90. Construction Noise Reduction Measures – The applicant shall implement the following construction noise reduction measures: a. Control noise from construction workers' radios to the point where they are not audible at existing residences that border the project site. b. Equip all internal combustion engine-driven equipment with mufflers that are in good condition and appropriate for the equipment. c. Utilize quiet models of air compressors and other stationary noise sources where technology exists. d. Locate stationary noise-generating equipment as far as possible from sensitive receptors when sensitive receptors adjoin or are near a construction project area. e. Prohibit unnecessary idling of internal combustion engines. f. Notify residents adjacent to the project site of the construction schedule in writing. [COA][Building] 91. Interior Noise – The project shall be designed to comply with interior residential noise requirements in the California Building Code. [COA][Building] General Requirements 92. Exterior Materials – The exterior materials, colors, textures, trim elements, windows and roof pitch of the project shall be consistent throughout and substantially conform to the colors and materials board, date received February 8, 2023, on file with Planning Services.
