Such other findings of conflict with written public policy or with the public <br />interest as the Planning Commission may determine. <br /> <br />The proposed Project does not conflict with any written public policy or with the <br />public interest. <br /> <br />6. Condominium Permit (CP2022-002): The Planning Commission finds <br />that: <br /> <br />Permit Finding. <br /> <br />Pursuant to Municipal Code Chapter 30 (Subdivisions), Article XI (Condominiums), <br />the Project requires approval of a Condominium Permit. Section 30.130 states: <br />“While condominium and community apartment projects present benefits in the <br />nature of increased amenities, opportunities for dwelling ownership and leisure <br />time, the special nature of such projects creates conditions that may result in <br />neglect, deterioration and lack of maintenance, causing a negative impact upon <br />the public health, safety, welfare and economic prosperity of the City and its <br />citizens. Because of the unique nature of the problems created by condominium <br />and community apartment projects, it is the express intent of the City to treat such <br />projects differently from other types of multiple-family dwellings and to establish <br />rules and standards therefor, regulating the construction of, and conversion to, <br />condominium projects and community apartment projects in the City.” <br /> <br />The proposed Project complies with the requirements of Article XI of Chapter 30 <br />because, among other reasons, the Project includes meter and control valves, <br />required noise and energy insulation, and is consistent with the Zoning and <br />General Plan designations for the site. <br /> <br />7. Affordable Housing Plan (29.7(C)): The Planning Commission is able to <br />make the required findings for approval of the Affordable Housing Plan prepared in a <br />manner consistent with the requirements in Section 29.7 of the Affordable Housing <br />Ordinance. Specifically, the Planning Commission finds that: <br /> <br />a. The proposed affordable units comply with the applicable standards in <br />Article 29, including, without limitation, the requirement that the affordable units be <br />made available for concurrent occupancy per Section 29.6B. <br /> <br />b. The proposed Project provides 10 of the 95 units as affordable onsite units, <br />thus there are no impacts to be mitigated as provided in the Affordable Housing <br />Ordinance. <br /> <br />c. The proposed affordable units meet the Affordable Housing Ordinance <br />ownership requirement by providing the same percentage of units required but at
