ATTY/RESO.0024/PC RESO 901 EL CAMINO REV: 04-11-25 VR Page 18 of 20 the highest quality architectural solutions, building materials and landscaping concepts; to promote the most functional and aesthetic relationships between building structures, signs, open space and parking areas in residential, commercial and industrial zoning districts; to encourage the development of quality open space and recreational opportunities within projects, including providing for clustered development and increased open space; and to incorporate stormwater treatment provisions in site planning. The proposed project meets the purpose of a PD Permit as a building that has high-quality architectural design that utilizes permanent, contemporary exterior materials, providing a massing that is consistent throughout each elevation, and a clustered building and site design that accommodates open space including a ground floor public plaza and a new daylighted passive creek area on the project site. Accordingly, the AAC reviewed the site design and building design including all DTPP Guideline deviations, and found the entirety of the project design to be internally consistent, high quality, compatible with the surrounding development pattern, and appropriate for the site. The project also includes Class IV bike lanes along El Camino Real and James Avenue as well as new and wider sidewalks to provide additional functional transportation options with adjacent uses connecting the El Camino Real Corridor, the Redwood City Transit station, and other nearby commercial and educational uses. In addition, the project would also provide recreational opportunities by incorporating a Teen Center/Multi- Purpose community space on the ground floor of the building while meeting all City requirements of stormwater treatment in the Project. b. Findings for Modifications to Development Standards.Modifications may be granted if it is determined that the proposed development will provide an environment of physical and functional desirability, in harmony with the character of the surrounding neighborhood or district. The project site is located in an area of the DTPP that has a maximum permitted height of 92’-0” to the top of the eave with an additional 10’-0” allowed for structures above the roof line (e.g. mechanical equipment, elevator enclosures, etc.).The proposed project meets maximum height requirements of the building at 92’-0” of height as measured to the top of eave, but would measure 115’-0” to the rooftop mechanical screening and 118’-6” to the elevator overrun. Maximum height requirements for structures is a modification to development standards that may be granted through a PD permit.
