ATTY/RESO.0024/PC RESO 901 EL CAMINO <br />REV: 04-11-25 VR <br />Page 18 of 20 <br />the highest quality architectural solutions, building materials and <br />landscaping concepts; to promote the most functional and aesthetic <br />relationships between building structures, signs, open space and parking <br />areas in residential, commercial and industrial zoning districts; to <br />encourage the development of quality open space and recreational <br />opportunities within projects, including providing for clustered development <br />and increased open space; and to incorporate stormwater treatment <br />provisions in site planning. <br /> <br />The proposed project meets the purpose of a PD Permit as a building that <br />has high-quality architectural design that utilizes permanent, contemporary <br />exterior materials, providing a massing that is consistent throughout each <br />elevation, and a clustered building and site design that accommodates <br />open space including a ground floor public plaza and a new daylighted <br />passive creek area on the project site. Accordingly, the AAC reviewed the <br />site design and building design including all DTPP Guideline deviations, <br />and found the entirety of the project design to be internally consistent, high <br />quality, compatible with the surrounding development pattern, and <br />appropriate for the site. <br /> <br />The project also includes Class IV bike lanes along El Camino Real and <br />James Avenue as well as new and wider sidewalks to provide additional <br />functional transportation options with adjacent uses connecting the El <br />Camino Real Corridor, the Redwood City Transit station, and other nearby <br />commercial and educational uses. In addition, the project would also <br />provide recreational opportunities by incorporating a Teen Center/Multi- <br />Purpose community space on the ground floor of the building while meeting <br />all City requirements of stormwater treatment in the Project. <br />b. Findings for Modifications to Development Standards.Modifications <br />may be granted if it is determined that the proposed development will <br />provide an environment of physical and functional desirability, in <br />harmony with the character of the surrounding neighborhood or <br />district. <br /> <br />The project site is located in an area of the DTPP that has a maximum permitted <br />height of 92’-0” to the top of the eave with an additional 10’-0” allowed for <br />structures above the roof line (e.g. mechanical equipment, elevator enclosures, <br />etc.).The proposed project meets maximum height requirements of the building <br />at 92’-0” of height as measured to the top of eave, but would measure 115’-0” <br />to the rooftop mechanical screening and 118’-6” to the elevator overrun. <br />Maximum height requirements for structures is a modification to development <br />standards that may be granted through a PD permit. <br /> <br />The additional roof-top height would serve a physical and functional purpose in <br />harmony with the surrounding neighborhood by fully screening the mechanical
