ATTY/RESO.0024/PC RESO 901 EL CAMINO <br />REV: 04-11-25 VR <br />Page 4 of 20 <br />Considerations, and a Mitigation Monitoring and Reporting Program, which <br />programmatically evaluated the potential for additional office and residential development <br />in the DTPP area to accommodate the Gatekeeper Projects (one of which was 901 El <br />Camino Real); and <br /> <br />WHEREAS, the Planning Commission considered the CEQA Guidelines §15183 <br />Consistency Checklist, dated April 1, 2025, and its findings prepared by the City’s <br />Planning Division, the DTP EIR, and DTPP SEIR; and <br /> <br />WHEREAS, on May 2, 2024, the Architectural Advisory Committee (“AAC) of the <br />City of Redwood City held a public hearing to review the building and site design of the <br />Project, and voted 4-0 to recommend approval to the Planning Commission including all <br />requested DTPP Guideline deviations; and <br /> <br />WHEREAS, on January 23, 2025, the Historic Resources Advisory Committee <br />(HRAC) of the City of Redwood City held a public hearing on the potential Project impacts <br />to the adjacent Sequoia High School Historic District and to review the historic impact <br />analysis. The HRAC voted 5-0 adopting a resolution finding that the Project would not <br />cause substantial adverse impacts to the historic district; and <br /> <br />WHEREAS, on March 6, 2025, more than 20 days prior to the date of the hearing, <br />a public notice of the project was sent to property owners and tenants within a 300-foot <br />radius of the Project site and was published in the San Mateo Daily Journal; and <br /> <br />WHEREAS, on April 15, 2025, the Planning Commission held a duty noticed public <br />hearing as required by state law, Redwood City Zoning Code Article 52.5, and Redwood <br />City Municipal Code Section 18.62 to review and forward a recommendation to the City <br />Council on the CEQA Consistency Checklist; General Plan and DTPP Amendments; <br />Affordable Housing Plan, Land Donation, and Land Donation Agreement; a Downtown <br />Planned Community Permit, a Use Permit, a Planned Development Permit, and Vesting <br />Tentative Map with Conditions of Approval; and the Development Agreement; and <br /> <br />WHEREAS, after the public hearing, the Planning Commission considered the <br />staff report and the application materials, including without limitation the EIR, SEIR, <br />Consistency Checklist, Development Agreement, Tentative Parcel Map, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials <br />in the City’s file for the applications and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City’s General Plan, <br />DTPP, Municipal Code, Zoning Ordinance, and other applicable City laws and <br />regulations, and all associated approved and certified environmental documents <br />(collectively, the “Record”) for the Project; and <br /> <br />WHEREAS, following its deliberation on all of the foregoing, the Planning <br />Commission determined that the Project is within the scope of the DTPP EIR and DTPP <br />SEIR, and pursuant to Sections 15168 and 15183 of the CEQA Guidelines, desires to
