ATTY/RESO.0024/PC RESO 901 EL CAMINO <br />REV: 04-11-25 VR <br />Page 20 of 27 <br />manager, contractor, and all subcontractors who are responsible for grading and <br />erosion and sedimentation protection controls. <br />95.Changes to Meet Code -Modifications to the approved plans shall require Planning <br />review and approval prior to building permit issuance. Minor project modifications <br />required to meet building, fire, and safety codes at time of building permit plan check <br />may be allowed, at the City’s discretion. Substantial modification of approved plans, as <br />determined by the Zoning Administrator, may be subject to an amendment or a new <br />Permit. [COA] [PLANNING] <br />96. Certification Letters - Prior to final inspection, the Applicant shall submit certification <br />letters from the following architects verifying that the project, as constructed, complies <br />with the approved plans. After the certification letter has been submitted, the project <br />planner will also confirm substantial compliance with the approved plans during the <br />scheduled final inspection. [COA][PLANNING]: <br /> Project Landscape Architect verifying substantial conformance with the approved <br />landscape plan, including species, size, quantity, and location of the approved trees, <br />shrubs, and groundcover. It shall also verify landscape lighting, fencing, irrigation, <br />and other details as applicable. <br /> Project Architect verifying substantial conformance with the approved elevations, <br />colors, materials, exterior light fixtures, and architectural details. <br /> <br />97. Construction Management and Staging -Prior to building permit issuance, the Applicant <br />submit a construction parking management plan, which shall outline the number of <br />construction workers by phase, phase duration, where parking will be located for each <br />phase. Construction parking, material storage, equipment, or other construction-related <br />uses are not allowed within the City right of way without prior approval from the City <br />Engineer. [COA][ENGINEERING] <br /> <br />98. Lane Closures - Traffic control for lane closures shall conform to the Work Area Traffic <br />Control Handbook. The Applicant shall submit street closures applications of traffic <br />control plans and approval in advance. [SDR][ENGINEERING] <br />99. Public Parking During Construction – Temporary parking meter permits shall be issued <br />prior to removing any public parking spaces from public use during construction. An <br />application fee together with the parking meter fees applicable for the expected duration <br />of the temporary parking meter permit shall be paid in advance prior to issuance of the <br />permit. [SDR][ENGINEERING] <br />100. Winterizing - If construction is not complete by the start of the wet season (October 1 <br />through April 30), the Applicant shall implement a winterization program to minimize the <br />potential for erosion and sedimentation. As appropriate to the site and status of <br />construction, winterization requirements shall include inspecting/maintaining/cleaning <br />all soil erosion and sedimentation controls prior to, during, and immediately after each <br />storm event; stabilizing disturbed soils through temporary or permanent seeding,
