The Project DTPP amendments are limited to an increase in the Maximum <br />Allowable Development office cap and will not create conditions that would be <br />detrimental to the public health, safety, or general welfare. These amendments <br />would instead enhance the DTPP area by promoting planned, transit-oriented <br />development, including increased office, community space, and public open <br />space consistent with the vision of the General Plan and the DTPP. The Project <br />would reconfigure and redevelop an underutilized property located at a key <br />intersection in Redwood City’s downtown, consistent with the community’s <br />goals for revitalizing the area. The development would be required to comply <br />with all applicable code requirements for building and fire safety and to mitigate <br />environmental impacts to the extent feasible. <br /> <br />Section 6. Affordable Housing Findings. The Planning Commission is able <br />make the required findings to recommend approval of an Affordable Housing Plan (Zoning <br />Ordinance Article 29.7(D)), Affordable Housing Partner, Land Donation, and Land <br />Donation Agreement in substantially the form attached hereto as Exhibit 4 as an <br />alternative means of compliance (Zoning Code Article 29.8 (H)) with the City’s Affordable <br />Housing Ordinance. Specifically, based on the facts and evidence in the Record, the <br />Planning Commissions finds that: <br /> <br />a. Affordable Housing Plan (29.7(C)). The Affordable Housing Plan was prepared <br />in a manner consistent with the requirements in Article 29.7 of the Affordable <br />Housing Ordinance and is recommended for approval because: <br /> <br />i. The proposed land donation meets the applicable standards in Article 29 <br />including the land donation requirements at Section 29.8 (H) and further <br />described in Section 6.c of this resolution. Additionally, as part of the Project <br />approvals and in compliance with Section 29.8(H)(8), the City Council will <br />consider accepting an occupied site with improvements based on the <br />submittal of an approved relocation plan for the residential households and <br />for the non-residential tenants to be relocated as part of the Project, which <br />relocation plan must demonstrate that adequate provisions have been <br />made to provide for timely relocation of the residents and that there <br />comparable replacement dwellings will be available in sufficient number, <br />size and cost for eligible households. <br /> <br />ii. The proposed land donation for affordable housing will mitigate the impact <br />of the Project on the need for affordable housing as the value of the <br />Affordable Site is greater than the Affordable Housing Impact Fee required <br />to be paid for the Project. <br /> <br />iii. The Applicant and Affordable Housing Partner, as part of the Affordable <br />Housing Plan, have submitted to the City evidence that a viable financing <br />plan is in place evidencing the financial feasibility for the construction of the <br />affordable units on the Affordable Site. <br />
