ATTY/RESO.0090/PC RESO 1201 MAIN STREET MIXED USE PROJECT <br />REV: 08-15-25 VR <br />Page 10 of 32 <br />or will otherwise provide greater public benefit than the standard <br />requirement. <br />The proposed affordable units mitigate the project’s impact on the need for <br />affordable housing by providing fifteen percent (15%) of the base units as affordable <br />onsite, or four total (4) units, but at lower income levels than what is specified in <br />Section 29.4.A.1 and paying an in-lieu fee for fractional units. Of the four units, the <br />project proposes one fewer moderate unit than required but an additional unit at the <br />low income level. These units are comprised of one moderate unit (one-bedroom); <br />two low-income units (a studio and a one-bedroom); and one very-low-income unit <br />(a one-bedroom). The project will also pay an in-lieu fee of $54,435.20 for fractional <br />units. Because the project proposes more affordable units at a lower income level, <br />there is substantial evidence to support a determination under Section 29.4(A)(1) <br />that the project’s alternative percentages will provide more affordable units at a <br />lower income level. Moreover, the additional unit at the lower income level provides <br />a greater public benefit than the standard requirements since it is generally more <br />difficult to provide sufficient housing at the lower affordability levels. <br /> <br />8. Based on the foregoing, the Planning Commission hereby approves the <br />Project in its entirety subject to the Conditions of Approval attached as Exhibit A to this <br />Resolution, which includes the approval of Architectural Permit (AP2024-030), Tentative <br />Parcel Map (TM2024-01), Use Permit (UP2024-013), Affordable Housing Plan and <br />alternative levels of affordability proposed in the Affordable Housing Plan, density bonus <br />and associated concessions, and waivers. <br /> <br />9.
