[Engineering Division – Drainage Guidelines for <br />Residential Developments (Attachment D-1)[SDR] <br />E19 Geotechnical Report. Submit a geotechnical report, prepared by a licensed geotechnical engineer and in <br />conformance with Engineering Standards, Volumes II & III, CBC, and other State regulations as part of the building <br />permit application. The geotechnical engineer shall perform field review of the project’s grading work and submit <br />reports to the City. Ensure that the project plans and construction conform to the recommendations of the <br />Geotechnical Report. [Section 9.154 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E20 As-Builts. Submit “as-built ” or “record” drawings in paper, PDF, and AutoCAD formats. [Section 29.14 of Municipal <br />Code][SDR] <br />Prior to Certificate of <br />Occupancy <br />E21 Conformance with City Engineering Standards. Design and construct all improvements in accordance with the City's <br />Engineering Standards. [Section 29.1 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E22 Encroachment Permits. Obtain an Encroachment Permit from the Engineering and Transportation Division prior to <br />commencement of work listed below. The City requires insurance for such work that meets its standards. Record <br />such a permit against the property’s title. This can include the following: <br />a. Work in the City public right-of-way, easements, or property in which the City holds an interest. <br />b. Work requiring a grading permit. Grading permits require a Plot and Finished Grading Plan prepared by a California- <br />registered Civil Engineer. <br />c. Work requiring on-site shoring which affects the public right of way. <br />d. Any fixed structure (awnings, roof overhangs, fixed planters, etc.) to be constructed within the public right-of-way. <br />[Section 29.3 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E23 Undergrounding Utilities. Underground all overhead utilities along the frontage on Heller Street <br />[name of street frontage or other alignment]and identify these utilities on the building permit plans. [Section 18.242 <br />of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E24 Final Utility Report. Submit and obtain approval of a Final Utility Report prepared by a licensed engineer <br />demonstrating that the existing utilities have sufficient capacity for the project. The study shall consider existing, <br />project, other approved projects, and applications currently under review in determining the needed capacity. If the <br />existing utilities are substandard or is in any other way not sufficient as determined by the City Engineer, Applicant <br />shall, as part of the Project, construct and install new sewer mains sufficient to meet such requirements, in <br />Prior to Building <br />Permit Issuance
