Traffic Calming – The applicant shall construct the traffic calming features as described in the <br />Community Benefits Summary Document (Attachment 5 of the PC Staff Report) that the applicant <br />submitted. This includes the replacement of curb ramps at the intersection of Chestnut Street and <br />Heller Street. The applicant shall also construct a Class IV bike lane along the project’s Main street <br />frontage. All necessary permits to begin construction shall be completed prior to building permit <br />issuance and construction shall be completed prior to the issuance of the Certificate of <br />Occupancy. [SDR][PLANNING] <br />b. Stambaugh Street Traffic – Prior to Building Permit Issuance, the applicant shall pay to City <br />$90,000, which funds shall be utilized for the design and outreach costs for bicycle and pedestrian <br />improvements on Stambaugh Street between Main Street and Woodside Road. [SDR][PLANNING] <br />Grant Funding Contribution – Prior to Building Permit Issuance, the applicant shall pay to City <br />$35,000 which shall fund the design (Plans, Specifications and Estimates) of the Broadway Complete <br />Streets Improvements. [SDR][PLANNING] <br />P6 Signs. Future signs require a separate sign permit and shall conform to the requirements of the <br />Downtown Precise Plan and the Sign Ordinance. [Section 3.61 of Municipal Code][SDR] <br />Ongoing <br />P7 Certification Letters. Submit certification letters from the following architects verifying that the project, <br />as constructed, complies with approved plans. [COA] <br />a. Project Landscape Architect verifying substantial conformance with the approved landscape <br />plan, including species, size, quantity, and location of the approved trees, shrubs, and <br />groundcover. It shall also verify landscape lighting, fencing, irrigation, and other details as <br />applicable. <br />b. Project Architect verifying substantial conformance with the approved elevations, colors, <br />materials, exterior light fixtures, and architectural details. <br />Prior to Certificate <br />of Occupancy <br />P8 Archeological Resources. If archeological resources are encountered during construction, then the <br />Applicant shall cease all construction activity in the vicinity, notify the Community Development <br />Director, have the significance of the items determined by a qualified archeologist or cultural <br />consultant, and take any further appropriate measures under the California Environmental Quality Act <br />and other applicable laws with the Community Development Director’s approval. If human remains <br />are encountered, state law requires that the County Coroner be called immediately. All work must be <br />halted in the vicinity of the discovery until the Coroner’s approval to continue has been received. [COA] <br />Ongoing <br />
