The home was built in 1939 as part of a group of <br />demonstration homes for the Golden Gate International Exposition and retains a <br />high degree of physical integrity and clearly conveys its historic character. A <br />historic evaluation conducted in May of 2023 and June 2025, identified the <br />following key external features: <br />1. Broadly horizontal emphasis <br />2. "U" -shaped footprint following the curved street frontages <br />3. Brick veneer <br />4. Hipped roof <br />5. Brick landscape elements <br />6. Recessed rear porch with wood elements <br />7. Wooden box "oriel" windows that flank the rear porch <br />8. Perforated brick window near the entrance <br />WHEREAS, said Property and Applicant qualify for a Historic Preservation <br />Agreement (Mills Act Contract); and <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that a Historic Preservation Agreement (Mills Act Contract) be approved to assist <br />in the restoration and preservation of the Property. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS <br />FOLLOWS: <br />1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, oral and <br />written testimony, and materials in the City's file for the application and the Project, and <br />all adopted City planning documents relating to the Project and the property including the <br />City's General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws <br />and regulations, have together served as an adequate and appropriate evidentiary basis <br />for the findings and actions set forth in this Resolution. <br />2. The Planning Commission finds that the proposed Project is exempt from <br />the requirements of the California Environmental Quality Act under Section 15308 Class <br />8 (Actions by Regulatory Agencies for Protection of the Environment) and Section 15331 <br />Class 31 (Historical Resource Restoration/Rehabilitation). The Historic Preservation <br />Agreement (Mills Act Contract) will ensure the maintenance, restoration, enhancement, <br />and protection of the environment (which includes historical resources), and because the <br />maintenance and preservation work carried out is required to be consistent with the <br />Secretary of the Interior's Standards for the Treatment of Historic Properties. <br />ATTY/RESO.0100/PC RESO 839 BLANDFORD BLVD (LOCAL HISTORIC LANDMARK & MILLS ACT CONTRACT) <br />REV: 10-15-25 VR <br />Page 2 of 3 <br />
