Submit elevation certification of the lowest floor (including basement) by a registered professional <br />engineer or land surveyor. The City’s Building Inspector shall verify the building to be properly elevated and provide <br />documentation to the Floodplain Administrator. Where required by Chapter 41 of the City’s Municipal Code, the Applicant shall <br />also submit certification by a registered professional engineer or architect that the standards for elevation and floodproofing <br />have been satisfied. [Section 41.18 et seq. of Municipal Code][SDR] <br />Prior to Certificate of <br />Occupancy per <br />Building <br />E20 Conformance with City Engineering Standards. Design and construct all improvements in accordance with the City's <br />Engineering Standards. [Section 29.1 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E21 Encroachment Permits. Obtain an Encroachment Permit from the Engineering and Transportation Division prior to <br />commencement of work listed below. The City requires insurance for such work that meets its standards. This can include the <br />following: <br />a. Work in the City public right-of-way, easements, or property in which the City holds an interest. <br />b. Work requiring a grading permit. Grading permits require a Plot and Finished Grading Plan prepared by a California-registered <br />Civil Engineer. <br />c. Work requiring on-site shoring which affects the public right of way. <br />d. Any fixed structure (awnings, roof overhangs, fixed planters, etc.) to be constructed within the public right-of-way. <br />[Section 29.3 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E22 Undergrounding Utilities. Underground all overhead utilities along the project frontage of Marshall Street, to the next existing <br />off-site utility pole, or pay the applicable in-lieu fee. Underground all electrical, telephone, and cable TV services to the site <br />(note that there is in-lieu fee available in the Municipal Code). Identify these utilities on the building permit plans. [Section <br />18.242 of Municipal Code][SDR] <br />Prior to Final <br />Certificate of <br />Occupancy for the <br />project <br />E23 Final Utility Report. Submit and obtain approval of a Final Utility Report prepared by a licensed engineer demonstrating that <br />the existing utilities have sufficient capacity for the project. The study shall consider existing, project, other approved projects, <br />and applications currently under review in determining the needed capacity. If the existing utilities are substandard or is in any <br />other way not sufficient as determined by the City Engineer, Applicant shall, as part of the Project, construct and install new <br />utilities sufficient to meet such requirements, in accordance with the City's Engineering Standards and as directed by the City <br />Engineer. [Section 29.1 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E24 Sewer Lateral Limit. Demonstrate that the project has one sewer lateral connection from the site to the city sewer main. <br />[Engineering Standards - Design Criteria, Part VI][SDR] <br />Prior to Building <br />Permit Issuance <br />E25 Sewer Lateral Size. Upgrade all sewer laterals less than 4’’ wide to a minimum of 6” in size and show on the building permit <br />plans. [Engineering Standards - Design Criteria Part VI][SDR] <br />Prior to Building <br />Permit Issuance <br />E26 Water Mains. Submit and obtain approval of an evaluation and report, prepared by a licensed engineer, in conformance with <br />the City's Engineering Standards, demonstrating that the proposed water main meets the domestic and fire flow requirements <br />in accordance with City Code Section 38.26 and the International Fire Code. If the existing water main is less than 6” in size or <br />is in any other way not sufficient as determined by the City Engineer, Applicant shall, as part of the Project, construct and install <br />Prior to Building <br />Permit Issuance
