ATTY/RESO.0126/PC RESO 1320 MARSHALL STREET PROJECT – EXHIBIT A <br />REV: 12-10-25 VR <br />Page 6 of 13 <br /># ENGINEERING & TRANSPORTATION Conditions Compliance <br />the full width of the street or areas outside the frontage if utility trenches extend beyond the centerline or project frontage. <br />[Section 29.12 of Municipal Code][SDR] <br />E12 No Pavement Cuts in New Streets. Broadway is scheduled to be repaved in 2026 and will be subject to a moratorium on <br />pavement cuts for five (5) years after the completion of pavement work. The project may request an exception as allowable by <br />code and complete the pavement mitigations as described within the code, or complete lesser pavement mitigations and pay <br />the Pavement Damage Restoration Fee if permitted by the City Engineer. [Section 29.13 of Municipal Code] <br />Prior to Final <br />Certificate of <br />Occupancy <br />E13 Water Efficient Landscaping. Provide a landscaping and irrigation plan conforming to the California Water-Efficient Landscape <br />Ordinance, including an automatic irrigation system (drip, micro-spray, or bubblers) with a rain sensor, and show these measures <br />on the building permit plans. [Section 47.120 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E14 Street Trees. Plant a total of six Trident Maples (24-inch box) street trees along Broadway in accordance with the approved <br />plans. Include these improvements as part of the building permit submittal package. Irrigate and maintain, as provided in the <br />Landscape Maintenance Agreement. The City may allow alternate locations of a street tree if Applicant demonstrates approved <br />locations are infeasible due to field restrictions not known at time of approval, including but not limited to conflicts with <br />underground utilities. [Section 18.241 of Municipal Code][SDR] <br />Prior to Final <br />Certificate of <br />Occupancy <br />E15 Stormwater Runoff. Demonstrate the project’s impact on the City’s storm drainage system, confirming that post-construction <br />runoff into the storm drain does not exceed pre-construction runoff levels. Substantiate the conclusions with drainage <br />calculations to the satisfaction of the City Engineer. Design the project in conformance with the Drainage Guidelines for <br />Development. [Engineering Division – Drainage Guidelines for Commercial Developments (Attachment D-2)[SDR] <br />Prior to Building <br />Permit Issuance <br />E16 Geotechnical Report. Submit a geotechnical report, prepared by a licensed geotechnical engineer and in conformance with <br />Engineering Standards, Volumes II & III, CBC, and other State regulations as part of the building permit application. The <br />geotechnical engineer shall perform field review of the project’s grading work and submit reports to the City. Ensure that the <br />project plans and construction conform to the recommendations of the Geotechnical Report. [Section 9.154 of Municipal <br />Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E17 As-Builts. Submit “as-built” or “record” drawings in paper, PDF, and AutoCAD formats. [Section 29.14 of Municipal Code][SDR] Prior to Final <br />Certificate of <br />Occupancy <br />E18 Finished Floor Elevation (Advisory). Provide finished floor elevation (FFE) at or above 11 feet, based on NAVD88. Chapter 41 <br />of the City’s municipal code and engineering standards requires that new construction and substantial improvements to existing <br />structures be built with the lowest finished floor elevation set at or above the base flood elevation, with a recommendation of <br />setting the lowest finished elevation 1 foot above the base flood elevation. All building permits and project plans shall meet the <br />requirements of the Flood Insurance Rate Maps in effect at the time of permit issuance, regardless of when the project was <br />submitted or deemed complete. The project site is currently located within Zone AE, with a base flood elevation of 10 feet and <br />is within a Special Flood Hazard Area.
