Submit a construction parking management plan which outlines the number of <br />construction workers by phase, phase duration, and where parking will be located for each phase. Construction parking, <br />material storage, equipment, or other construction-related uses are not permitted within the City right of way without obtaining <br />an Encroachment Permit approved by the City Engineer. [Section 29.6C of Municipal Code][SDR] <br />Prior to Encroachment <br />Permit Issuance <br />E36 Lane Closures. Submit a traffic control plan depicting all phases of traffic control necessary to complete the project. Traffic <br />control for lane closures shall conform to the California Manual on Uniform Traffic Control Devices. Street closures require <br />submission of traffic control plans and approval in advance. [Section 29.6C of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E37 Public Parking During Construction. Obtain a temporary parking meter permit prior to removing any public parking spaces from <br />public use during construction. Pay the application fee as provided in the Master Fee Schedule, together with the parking meter <br />fees applicable for the expected duration of the temporary parking meter permit based off current meter prices. [Section 20.160 <br />of Municipal Code][SDR] <br />Prior to Removing any <br />Public Parking Spaces <br />E38 Winterizing. Implement a winterization program to minimize the potential for erosion and sedimentation if construction is not <br />complete by the start of the wet season (October 1 through April 30). Winterization requirements shall include, as appropriate <br />to the site and status of construction, inspecting/maintaining/cleaning all soil erosion and sedimentation controls prior to, <br />during, and immediately after each storm event; stabilizing disturbed soils through temporary or permanent seeding, mulching, <br />matting, tarping or other physical means; rocking unpaved vehicle access to limit dispersion of much onto public right-of-way; <br />and covering/tarping stored construction materials, fuels, and other chemicals. Submit plans which include measures to <br />prevent erosion and polluted runoff from all site conditions for approval by the Engineering & Transportation Department prior <br />to beginning construction. As site conditions warrant, the City Engineer may direct the Applicant to implement additional <br />winterization requirements.[Section 27A.8 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance & <br />During Construction <br />E39 Grading. Submit cut/fill volumes (CY) for all soils to be imported to or exported from the site. The Applicant shall stockpile soil <br />and/or construction materials on-site and outside of the public right-of-way. Perform grading in accordance with the City’s <br />Engineering Standards. [Section 30.90 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance & <br />During Construction <br />E40 Trenching & Backfill Monitoring. Conduct continuous site inspections during trenching and backfill operations, take compaction <br />tests, and submit the results to the Engineering & Transportation Department. A soils engineer is responsible for conducting <br />the inspections at the Applicant’s expense.[Section 29.1 of Municipal Code, Engineering Standards, Volume I, Section 02 <br />2020][SDR] <br />During Construction <br /> <br /># FIRE Conditions Compliance <br />F1 Building Code Summary Analysis. Provide a building code summary analysis that includes the use and occupancy <br />classification(s), type(s) of construction, occupancy separations or non-separated occupancy, number of stories, exterior <br />opening analysis, maximum height above grade plane, floor area per floor, total floor area, and presence of and design standard <br />for automatic sprinklers.
