Provide tree protection measures for ordinance-sized trees near the project and show these measures on the <br />building permit plans. Provide photo documentation of the installed protection fencing to the project planner. [COA]. Applicant <br />to protect and irrigate five existing Cork Oaks during construction. <br />Prior to Building <br />Permit Issuance <br />P3 Exterior Lighting. New light sources must not introduce glare or light effects that spill off the property. Provide a lighting plan <br />for proposed exterior lighting, including cut sheets, a photometric site plan demonstrating light levels do not spill off the property <br />for review concurrent with the building permit plans. [Title 24 California Code of Regulations, Part 6][SDR] <br />Prior to Building <br />Permit Issuance <br />P4 Signs. Future signs require a separate sign permit and shall conform to the requirements of the Sign Ordinance. [Section 3.61 <br />of Municipal Code][SDR] <br />Ongoing <br />P5 Certification Letters. Submit certification letters from the following architects verifying that the project, as constructed, complies <br />with approved plans. [COA] <br />a. Project Landscape Architect verifying substantial conformance with the approved landscape plan, including species, size, <br />quantity, and location of the approved trees, shrubs, and groundcover. It shall also verify landscape lighting, fencing, <br />irrigation, and other details as applicable. <br />b. Project Architect verifying substantial conformance with the approved elevations, colors, materials, exterior light <br />fixtures, and architectural details. <br />Prior to Final <br />Certificate of <br />Occupancy <br />P6 Archeological Resources. If archeological resources are encountered during construction, then the Applicant shall cease all <br />construction activity in the vicinity, notify the Community Development Director, have the significance of the items determined <br />by a qualified archeologist or cultural consultant, and take any further appropriate measures under the California Environmental <br />Quality Act and other applicable laws with the Community Development Director’s approval. If human remains are <br />encountered, state law requires that the County Coroner be called immediately. All work must be halted in the vicinity of the <br />discovery until the Coroner’s approval to continue has been received. [COA] <br />Ongoing <br /> <br />P7 Pre-Construction Nest Survey. If construction activities are scheduled to occur during the nesting season (approximately <br />February 1 through August 31), a qualified wildlife biologist shall be retained to conduct a pre-construction nesting survey of the <br />trees proposed for removal one week before initiation of construction activities to avoid disturbing nesting raptors and other <br />migratory birds. If surveys indicate that migratory bird nests are found, a no-disturbance buffer shall be established around the <br />trees to avoid disturbance or destruction of the nest site until after the breeding season or after a wildlife biologist determines <br />that the young have fledged. [COA] <br />Prior to Construction <br />P8 Air Quality Construction Emission Reduction. Prepare an air pollution control plan to reduce emissions from construction <br />equipment showing that all diesel-powered construction equipment larger than 25 horsepower used at the site for more than <br />two continuous days or 20 hours total shall meet U.S. EPA Tier 4 emission standards for Particulate Matter (PM) (PM10 and <br />PM2.5) or equivalent. Such an air pollution control plan would be subject to review by an air quality expert and approved by the <br />City prior to construction. [COA] <br />Prior to Construction <br />
