These measures/conditions must be incorporated into project contracts, development agreements and other relevant documents. Law, Authority, or Factor Mitigation Measure or Condition Permits, reviews, and approvals SB 35 Development Application (File No. AP2022- 048) - Received approval on April 17, 2023, Building Permits Endangered Species [Endangered Species Act of 1973, particularly section 7; 50 CFR Part 402] Based on the disturbed condition of the project site and surrounding properties and lack of critical habitat for federally-listed species, there is no potential for project-related impacts to federally- comprised of 42 studio units ranging from 365 to 510 square feet; 33 one-bedroom units ranging from 485 to 700 square feet and 19 two-bedroom units 815 square feet in size. One two-bedroom unit will be reserved for property management and maintenance personnel. The two-level parking garage would provide 42 parking stalls, five of which would be equipped with Electric Vehicle (EV) charging stations. Two would be accessible (e.g., one van space and one standard space). A total of 94 bicycle parking spaces would be provided. The site would be accessed via Cassia Street. The Area Median Income (AMI) unit allocation has not been finalized; however, the average tenant would be at 45% AMI and will not exceed 80% of AMI. The project is currently entitled and public funding (including $2,502,136 in HUD HOME funds and $1,864,324 in local affordable housing funds) has been conditionally allocated. The estimated construction start for the project is early 2026 with an estimated completion date of June 2027. The proposed project addressed herein is expected to receive Housing and Urban Development (HUD) HOME funds; and thus, it is subject to National Environmental Policy Act (NEPA) review by HUD. The project will be 100% affordable housing and will be subject to income and rent restrictions to ensure affordability by low-income income individuals and families.
