These measures/conditions must be incorporated into project <br />contracts, development agreements and other relevant documents. The staff responsible for <br />implementing and monitoring mitigation measures should be clearly identified in the mitigation plan. <br /> <br />Law, Authority, or Factor Mitigation Measure or Condition <br />Permits, reviews, and approvals SB 35 Development Application (File No. AP2022- <br />048) - Received approval on April 17, 2023, Building <br />Permits <br />Endangered Species [Endangered Species Act <br />of 1973, particularly section 7; 50 CFR Part 402] <br />Based on the disturbed condition of the project site <br />and surrounding properties and lack of critical <br />habitat for federally-listed species, there is no <br />potential for project-related impacts to federally- <br />comprised of 42 studio units ranging from 365 to 510 square feet; 33 one-bedroom units ranging from 485 to <br />700 square feet and 19 two-bedroom units 815 square feet in size. One two-bedroom unit will be reserved <br />for property management and maintenance personnel. The two-level parking garage would provide 42 <br />parking stalls, five of which would be equipped with Electric Vehicle (EV) charging stations. Two would be <br />accessible (e.g., one van space and one standard space). A total of 94 bicycle parking spaces would be <br />provided. The site would be accessed via Cassia Street. The Area Median Income (AMI) unit allocation has not <br />been finalized; however, the average tenant would be at 45% AMI and will not exceed 80% of AMI. The <br />project is currently entitled and public funding (including $2,502,136 in HUD HOME funds and $1,864,324 in <br />local affordable housing funds) has been conditionally allocated. The estimated construction start for the <br />project is early 2026 with an estimated completion date of June 2027. The proposed project addressed <br />herein is expected to receive Housing and Urban Development (HUD) HOME funds; and thus, it is subject to <br />National Environmental Policy Act (NEPA) review by HUD.
